Old Age Ain't for Sissies: Huntington House and Issue of Regulating Senior Citizens' Care in Vermont

In an update of a project Frank Bryan has been working on since 1992, he uses the Huntington House controversy to discuss these questions and review the options Vermont has open to it. "There are no villains here," says Bryan. "But the regulatory process in place now perpetuates archaic practices of adversarial management which are profoundly inefficient for the state. They also can result in arbitrary decisions that cause seriously unfair treatment for care givers. By extension, of course, the most helpless victims are the residents the givers are in the business of serving."
