Over the past three decades, Vermont and New Hampshire have become as dissimilar as any two neighboring states in the nation. In 1960 both states had low incomes and similar tax structures. Today Vermont ranks as one of the top ten states in total government tax revenues as a share of income; New Hampshire has the lowest tax burden in the nation. Taxes do not just raise revenues for government. They also affect personal and business decision making. This presentation focuses on the significant impact that public policy choices have had on the retail sector economy of the counties bordering the Connecticut River. Retailing on the New Hampshire side of the river has flourished, while the Vermont river towns have seen their retail base eroding over time.
