Program Description:
Pushpam Jain examines the changing nature of state-local relations in Vermont in this presentation, which is based on his dissertation proposal. He pays particular attention to legislative politics and program implementation in two major domains, public education and land growth practices. Different institutional arrangements across the two policy domains are likely to generate two distinct sets of state-local relations in Vermont, which, as it is one of the few states reputed to have strong local control, is suitable for a case study.
