Program Description:

The Vermont Constitution established three distinct branches of government and endows them with clear responsibilities in the service of the people of the state. Keeping them distinct and balanced is a foundation in the maintenance of democratic systems of governance. The upcoming deliberation on a possible constitutional amendment regarding the length of term for statewide elected officials has raised the issue of whether a governor in Vermont with a longer term will radically alter the balance of power between the branches in a manner that negatively affects the ability of state government to operate in a fully democratic fashion in accordance with founding concepts.
